| On 18 February 1824 in Morgan County, Georgia, Wiley Downs witnessed the deed from his grandfather, William Downs, to his Uncle William McCullock.72 Wiley witnessed the will of his grandfather, William Downs, 15 April 1824, in Morgan County, and proved the will, 3 May 1824.73 In Morgan County, Wiley witnessed the will of John M. Butler, 4 August 1825.74 In 1826, he registered for the 1827 Land Lottery in Morgan County.75 Wiley Downs was a defaulter in the 1826 Morgan County tax digest, Capt. Gaines’s District. He moved to DeKalb County, Georgia, in 1826. Wiley returned to Morgan County, to prove the will of John M. Butler, 14 August 1829.

| | Wiley Downs lived in DeKalb County, Georgia, in 1830.76 He moved to Meriwether County, Georgia, in 1835,77 and lived there in 1840.78 On 23 October 1847, Wiley Downs of Meriwether County, Georgia, bought 160 acres in Tallapoosa County, Alabama, from Yancy and Agnes Thornton, in Section 5, Township 19, Range 23.79 He lived in Tallapoosa County, in 185080 and 1860.81 He lived in St. Clair County, Alabama, in 1870.82
