| Rutha married second, 15 March 1818, Putnam County, Georgia, to Richardson Black, who died testate in Putnam County, about 1840.83 Rutha’s brother, Elijah Stevens, became the administrator of James Meadows’s brother, John Meadows, in 1815, in Greene County, Georgia.

| | James Meadows moved from Warren County, North Carolina, to Wilkes County, Georgia, in 1798 with his father, Isham Meadows. James paid taxes in Wilkes County, in 1799, in Capt. John Bethune’s District RR; he owned no land. In 1801, in the same district, James paid taxes on one slave and no land. In 1802, James Meadows paid taxes in Capt. Stephen Gatlin’s District RR on one slave and no land.84 James lived on Stephens Creek near his father and brothers. Their neighborhood was cut off from Wilkes County, and put into Greene County, Georgia, in 1802. James Meadows registered for the 1805 Georgia Land Lottery in Greene County.85

| | James Meadows moved from Greene County, Georgia, to Putnam County, Georgia, about 1809. Rutha and her second husband, Richardson Black, lived in Putnam County, in 1820, 1830, and 1840. Rutha Stephens Meadows Black moved to Tallapoosa County, Alabama, where she lived in 1850.86

| | Rutha Black made her will, 12 February 1857, in Tallapoosa County, Alabama. It was proved, 7 March 1859, in Upson County, Georgia. The will named her daughter, Martha, wife of Stephen D. Lewis; daughter, Priscilla Fitzpatrick; daughter, Aley, wife of Thomas B. Stubbs; sons, Miles R. Meadows, Edward S. Meadows, and Fatha Black. To grandchildren, Pamelia Minta Ann and Louisa Lewis, James Francis Lewis, Narcissa and Martha Emma Stubbs. Witnesses: Simeon S. Oslin, Andrew J. Roberts, John R. Roberts, Wm. T. Black.87
