He was the son of James Phifer and Bethenia Harden Snead. Basil Phifer’s brother, Samuel, married Ida Belle’s sister, Annie Elizabeth Cross.
Basil M. Phifer lived in Tuscaloosa County, Alabama, in 1900. His children, Edgar Phifer, born December 1889, and Annie Bell Phifer, born July 1892, lived with him.
